STYLE OF TERRACE (Sites 3,4,5,and 6)

Drawing Number 08 Type 'I', received by Planning on 5th November 2003 and APPROVED by them on 29th June 2004, shows a terrace with two large arches for vehicles, placed side by side. (My emphasis)
WHAT HAS ACTUALLY BEEN BUILT? - One arch. (See photo below) Incidentally the Estate Agent's artist's impression of this terrace also shows two arches!
Single arch built but plans show a double
WINDOW FRAMES. The submitted and approved drawings for this same terrace, - sites numbers 3,4,5,and 6 show brown windows.
WHAT HAS ACTUALLY BEEN BUILT? All have white windows.
The "Enforcement" department's reaction to this wrong number of arches and wrong finish was as follows...
"The Department notes the alleged Breach(s) of Planning Control and would consider that (they) are of such a minor nature it would not be expedient to instigate any enforcement action in this instance"
Which makes a farce of the process of submitting plans and having them approved, if the developer and builder are then allowed to go ahead and veer away from the plan completely
